Ontario One Call (ON1CALL) - Executive Director; Guelph
The Ontario One Call organization (ON1CALL) is a member-driven, not-for-profit organization that exists to assist its members in providing accurate and timely notifications for plant locates with representation from a range of key stakeholders, including: municipalities, telecommunications and cable, electrical production, transmission and distribution, gas and oil pipelines. The overarching role of ON1CALL is preventing damage to buried infrastructure in Ontario, with additional responsibilities for meeting its statutory mandate, promoting sector compliance with one-call legislation and working closely with the Ministry of Consumer Services (MCS), the ministry responsible for the Ontario Underground Infrastructure Notification System Act, 2012 (the Act).
Reporting to the member-elected Board of Directors, the Executive Director is responsible for operating a call center within the Province of Ontario and for facilitating continuous improvement for members and excavators in the pursuit of eliminating plant damages. The current focus of this role includes overseeing the transition of ON1CALL from a private organization to a public, not-for-profit with statutory authority. Managing this transition successfully will be vital, as ON1CALL pivots towards a member-model organization, whose Board is composed of representatives of the major industry stakeholders. In addition, the organization will operate under the oversight of the MCS, the government ministry that has responsibility for the Act and for providing information to the public about ON1Call’s implementation of the Act.
During this period of transition for ON1CALL, your exemplary leadership and interpersonal skills will be essential. You will be responsible for key activities connected with the onboarding of all current and new buried utility owners as members, developing and sustaining strong member and stakeholder relationships, efficient operation of the 24/7 call centre and maintaining a collaborative and transparent relationship with the MCS. You are a big-picture thinker with strong attention-to-detail skills in order to lead the current transition and ensure credibility with government stakeholders. In addition, you must ensure there is effective advocacy with the excavation community and other impacted stakeholders (e.g. locate service providers) and the public.
Key priorities will include: setting the direction and the strategic plan for the organization; development and implementation of the operational plan with results provided to the Board; ensuring the compliance and statutory obligations are met; and onboarding new members while building relationships with existing members, stakeholders, media and the government.
Ideal qualifications include a graduate degree in business or related field, plus 15 years of work experience in senior management roles. The successful applicant will have proven strategic leadership and management experience in order to relate to a non-profit or voluntary organization, and previous board experience, having a certified Association Executive (CAE) designation would be an asset. Extraordinary interpersonal skills, including the ability to negotiate, collaborate, and build positive working relationships are key.
We are seeking an Executive Director with industry related credibility including knowledge of safety or construction practices, and ideally government and regulatory experience.
